Joshua Andresen

Joshua Andresen is general counsel for and vice-president of the Foundation for Global Political Exchange. He is also associate professor of national security and foreign relations law at the University of Surrey School of Law. His recent writing has focused on legal questions that arise in modern conflict and counterterrorism operations, as well as the constitutional and international law issues raised by U.S. sanctions. Given the practical focus of his work, Andresen has been called upon to advise states, provide expert opinions for international tribunals, and contribute to the work of UN Special Rapporteurs. Prior to Surrey, Andresen was a senior policy advisor in the Office of Terrorist Financing and Financial Crimes at the U.S. Department of the Treasury, and an attorney-adviser in the Office of the Legal Adviser at the U.S. Department of State. Andresen has a J.D. from Yale Law School and a Ph.D. from Northwestern University.
