Right of access of Federal Bureau of Investigation to confidential records of other Government agencies (particularly Census and Social Security)
This memo concludes that the FBI was not authorized by existing law to access confidential census or social security records. The memo concluded, however, that if the legislation did provide for access to future records by the FBI, it would be constitutional.
