Lease of a Defense Department Airplane Under 31 U.S.C. § 1535
This document is a memorandum discussing the possibility of the Department of Justice leasing an airplane from the Department of Defense for the Attorney General's upcoming European trip. The conclusion reached is that the lease would satisfy the statutory requirements under 31 U.S.C. § 1535, as amounts are available, the lease is in the best interest of the government, and the Department of Defense is able to fulfill the lease. The questions presented for review include whether non-commercial air travel for the Attorney General serves essential government interests, and whether the use of commercial airlines poses significant security risks and cannot provide the necessary communication capabilities.
