Interpretation of Inspector General Act
Although it is a close question, the better interpretation of the Inspector General Act is that Congress did not intend to limit the phrase "recommendation that funds be put to better use" to only those audit recommendations that achieve identifiable monetary savings. The OLC does not provide release dates for its opinions, so the release date listed is the date on which the opinion was authored.
